Pet Export from the UAE to the EU
– Requirements & Regulations
General Requirements for Cats and Dogs
Microchip
All pets must be microchipped before travel. The microchip must comply with ISO 11784/11785 standards and be implanted before rabies vaccination.
Rabies Vaccination
- Mandatory for all pets traveling to the EU.
- The vaccination must be administered at least 21 days before entry.
- If this is the first rabies vaccination (primary vaccination), it must be given after microchip implantation.
- The vaccination must remain valid at the time of entry.
Rabies Antibody Titer Test (Blood Test)
- Mandatory for pets traveling from the UAE to the EU.
- The blood sample must be taken at least 30 days after the rabies vaccination.
- The antibody level must be ≥ 0.5 IU/ml.
- The test must be conducted in an EU-approved laboratory.
- Following the test, a mandatory 3-month waiting period applies before entry into the EU.
Parasite Treatment (Deworming)
- Mandatory for dogs entering Finland, Ireland, Malta, or Norway.
- Treatment against Echinococcus multilocularis must be administered 24–120 hours (1–5 days) before entry.
- The treatment must be recorded in the pet’s veterinary passport or certificate, including date, time, drug name, and veterinarian’s details.
- Parasite treatment is not required for cats or for dogs entering other EU countries, but it is recommended for general health.
Obtaining Export Permission in the UAE
Before traveling, you must obtain an official export permit through the MOCCAE system (Ministry of Climate Change and Environment). This is a mandatory step for all pets leaving the UAE.
- The export permit is issued online via the MOCCAE portal: https://www.moccae.gov.ae
- You will need to upload your pet’s documents, including microchip details and vaccination records.
- After approval, you will receive an official export certificate.
- This certificate is required to proceed with issuing the EU Animal Health Certificate or GB Pet Health Certificate.
International Veterinary Certificate (Model for the European Union)
- Must be issued by an authorized veterinarian in the UAE.
- Validated by the competent veterinary authorities in the UAE before travel.
- Must include:
- Microchip details (number, implantation date).
- Rabies vaccination details (date, batch number, validity).
- Rabies antibody titer test results (date of test, antibody level, laboratory).
Entry Point into the EU
Pets must enter the EU through an approved entry point for pet travel, where veterinary authorities will validate the documents.

The number of pets allowed for non-commercial purposes is limited to five per owner.
