General Requirements for Cats and Dogs

Microchip

Microchipping is not mandatory for pets entering Russia. However, it is strongly recommended for identification, particularly if the pet will be traveling to other countries that require microchipping.


Rabies Vaccination

  • Must be valid and administered at least 20 days before travel.
  • If this is the first rabies vaccination (primary vaccination), it must be administered after microchip implantation (if applicable).
  • The vaccination must remain valid at the time of entry into Russia.

Veterinary Certificate

  • Issued in the UAE as a health certificate, confirming the pet’s compliance with health requirements.
  • Must include the following details:
    • Rabies vaccination information (date, batch number, validity).
    • Details of deworming treatment (date, name of the drug).
    • Statement confirming the pet is clinically healthy.
  • The certificate must be validated by the competent veterinary authorities in the UAE before travel.
  • In Russia, this certificate can be exchanged for a Russian veterinary certificate if further travel with the pet from Russia to other countries is planned.
➕ Form No. 15 – What Is It and When Is It Required?


Form No. 15 is not required for non-commercial pet importation. It is only used for commercial purposes such as sale, breeding, or transfer of ownership.


Some sources incorrectly state that this form is mandatory for all pet imports. In reality, it is only needed if the pet is being transported via cargo transport (cargo vans or air freight).

Parasite Treatment (Deworming)

  • Mandatory for all pets.
  • Treatment must be administered 1–5 days before travel.
  • The deworming treatment must be recorded in the veterinary certificate.

Additional Requirements

Number of Pets

The number of pets allowed for personal purposes is limited to two per owner.

If more than two pets are being transported, special permission may be required.

Important Notes

  • Ensure the veterinary certificate includes all required details to prevent delays at the border.
  • If planning further travel from Russia to other countries, exchanging the veterinary certificate for a Russian-issued certificate at the point of entry is mandatory.
  • Any missing or incorrect information in the documents may cause confusion or entry delays.
