Pet Transportation from Serbia to the EU – Rules & Required Documents
General Requirements for Entry into the EU
1. Microchip Identification
All pets must be microchipped before traveling to the EU. The microchip must:
- Comply with ISO 11784/11785 standards.
- Be implanted before or on the same day as the rabies vaccination.
2. Rabies Vaccination
The rabies vaccination must be administered at least 21 days before entry into the EU. The vaccination is valid only if:
- The pet was microchipped before or on the same day as the vaccination.
- The vaccination remains valid at the time of travel.
3. Rabies Antibody Titer Test
Serbia is classified as a non-EU country, so a rabies titer test is required. The process includes:
- A blood sample must be taken at least 30 days after the rabies vaccination.
- The test must be conducted at an EU-accredited laboratory.
- The test result must confirm an antibody level of ≥ 0.5 IU/ml.
- After a positive result, the pet must wait at least 3 months before entering the EU.
4. EU Pet Health Certificate
The EU Pet Health Certificate is required for entry into the EU and must be obtained shortly before travel. It is:
- Issued by an authorized veterinarian in Serbia.
- Valid for 10 days from the date of issue.
- Must include microchip information, rabies vaccination details, and the rabies titer test results.
5. Tapeworm Treatment (For Dogs Only)
Dogs traveling to Finland, Ireland, Malta, Norway, or Northern Ireland must undergo tapeworm treatment:
- Treatment must be administered 24–120 hours (1–5 days) before entry.
- Must be documented by a veterinarian in the EU Pet Health Certificate.
6. International Pet Passport
While not mandatory, an international pet passport is recommended, as some EU border officials may request it.

- Ensure that all required documents are completed accurately to avoid delays at the border.
- The rabies titer test is a strict requirement; plan vaccinations and testing in advance.
- Tapeworm treatment is mandatory only for dogs traveling to certain EU countries.
