Pet Transportation from Serbia to the EU.

Rules & Required Documents

These rules apply to pet travel from Serbia to the European Union from 19 June 2026. From this date, Serbia is included in the EU list of countries from which dogs, cats and ferrets may enter the EU without a rabies antibody titer test, provided that all other entry requirements are correctly met.

The main risk is no longer the long blood test waiting period, but document accuracy: microchip sequence, valid rabies vaccination, matching owner details, correct certificate format and correct travel dates.

Most refusals are not caused by missing documents, but by errors in timing, mismatched information or incorrectly completed certificates.

General Requirements

Entry is allowed only as a non-commercial movement.

  • the pet travels with the owner, or
  • is transported by an authorised person

The movement must be linked to the owner's travel (usually within 5 days). Maximum: 5 animals.

The owner must be listed in all documents.

A common mistake is listing a driver or courier instead of the owner. In this case, entry may be refused even if all veterinary documents are otherwise correct.

Microchip

The microchip must comply with ISO 11784/11785 standards and must be implanted before or on the same day as the rabies vaccination.

This order is critical: first the microchip, then the rabies vaccination. If the rabies vaccination was given before the microchip was implanted or read, the vaccination may be treated as invalid for travel purposes.

Rabies Vaccination

  • minimum age: 12 weeks
  • 21 days waiting period after a primary rabies vaccination
  • vaccination must remain valid at the time of travel

If revaccination is delayed even by one day, it may be treated as a primary vaccination and the 21-day waiting period restarts.

Rabies Antibody Titer Test

From 19 June 2026, a rabies antibody titer test is not required for dogs, cats and ferrets travelling from Serbia to the European Union as non-commercial pet movement.

This means that the previous long procedure — blood sampling at least 30 days after rabies vaccination, laboratory result of at least 0.5 IU/ml and a 3-month waiting period from the blood sampling date — is no longer required for this route from 19 June 2026.

However, this does not remove the need for correct preparation. The pet must still have a compliant microchip, a valid rabies vaccination, correctly matching owner details and a properly issued EU pet health certificate.

A common mistake will now be using outdated instructions and preparing a titer test unnecessarily, or assuming that because the titer test is no longer required, the rest of the documents are less important. That is incorrect.

For this route, from 19 June 2026, the main document risk is not the blood test, but incorrect dates, mismatched owner details, wrong microchip sequence or certificate errors.

Minimum Age

  • rabies vaccination can be given from 12 weeks of age
  • after a primary rabies vaccination, a 21-day waiting period is required

From 19 June 2026, the minimum practical age for entry into the EU from Serbia is about 15 weeks, provided that the microchip, rabies vaccination and certificate are correctly prepared.

The previous minimum age of about 7 months was linked to the rabies antibody titer test and the additional 3-month waiting period. From 19 June 2026, that longer timeline should no longer apply to non-commercial movement of dogs, cats and ferrets from Serbia to the EU.

Errors in timing are still one of the most common reasons for refusal. ```
These errors cannot be corrected at the border, so it is safer to complete a document check before travel.

EU Pet Health Certificate

The EU Veterinary Certificate (Regulation 2026/705) is the main entry document.

The animal health certificate is valid for 10 days for entry into the European Union from the date of issue.
After documentary and identity checks at the point of entry, it may be used for further movement within the EU for up to 6 months or until the rabies vaccination expires, whichever comes first.
This extended validity applies only after official checks have been carried out at the EU point of entry.

Typical errors:

  • different owner name
  • incorrect dates
  • wrong or incomplete microchip number
  • rabies vaccination recorded before microchip implantation
  • using outdated certificate logic based on the old titer-test requirement

In these cases, entry may be refused at the border. For this reason, many owners choose to verify documents in advance through a document check .

Tapeworm Treatment (Dogs Only)

Required for Finland, Ireland, Malta, Norway and Northern Ireland.

  • treatment must be administered 24–120 hours before entry
  • must be documented in the certificate

In practice, this requirement may be applied inconsistently.

International Pet Passport

While not mandatory for entry from Serbia, an international pet passport may still be requested during document checks.
