Pet Transport from Turkey to the UAE – Entry Requirements and Regulations
Documents Required for Entry
UAE Import Permit
An Import Permit must be obtained through the UAE Ministry of Climate Change and Environment (MOCCAE) before traveling.
- The application is processed via the official MOCCAE portal.
- The permit remains valid for 90 days, and entry must occur within this time frame.
- Each owner may bring a maximum of two pets per year, except in cases of UAE residents returning with their pets.
- The import process must be handled by an officially licensed pet relocation service or approved veterinary clinic.
Microchip Identification
All pets must be microchipped before their rabies vaccination.
- The microchip must comply with the ISO 11784/11785 standard.
- The microchip number recorded in the veterinary certificate must match the one implanted in the pet.
Rabies Vaccination
All pets must be vaccinated against rabies before entry.
- Initial rabies vaccination must be administered at least 21 days before travel.
- For pets with up-to-date booster shots, the waiting period does not apply.
- The vaccine record must specify batch number, manufacturer, vaccination date, and validity.
Rabies Antibody Test
A rabies titer test is mandatory for all pets, regardless of their country of origin.
- The test must be conducted at a government-certified laboratory.
- For pets receiving their first rabies vaccine, the test should be performed no earlier than 21 days after vaccination.
- The antibody level must be at least 0.5 IU/ml, and the test result remains valid for one year.
Required Additional Vaccinations
- Dogs: Canine distemper, parvovirus, infectious hepatitis, and leptospirosis (or a negative test result if unvaccinated).
- Cats: Feline panleukopenia, rhinotracheitis, and calicivirus.
Veterinary Health Certificate
A veterinary certificate must be issued by an accredited veterinarian in Turkey no earlier than 10 days before departure. The document must be officially endorsed.
Internal and External Parasite Treatment
All pets must receive treatment for parasites within 14 days before travel. The details must be included in the veterinary certificate.
Transportation Rules
Pets must be transported in accordance with IATA Live Animal Regulations. Entry into the UAE requires transportation as manifested cargo.
Restricted Breeds
The UAE imposes restrictions on importing certain dog breeds, unless the animal is a registered service dog with official documentation:

Consequences of Non-Compliance
Failure to meet UAE pet import requirements may result in denied entry at the owner’s expense or confiscation by UAE authorities.
