Requirements for Importing Cats and Dogs from Norway to the EU

Mandatory Microchip for Pets Traveling from Norway to the EU

All cats and dogs entering the European Union must be microchipped before receiving a rabies vaccination. The microchip must comply with ISO 11784/11785 standards.

Rabies Vaccination

  • Mandatory for all cats and dogs.
  • The first rabies vaccination can be administered no earlier than at 12 weeks of age.
  • The vaccination must be administered at least 21 days before entry.
  • The vaccination must remain valid at the time of travel.
  • If this is the first rabies vaccination, it must be given after the microchip is implanted.

EU Pet Passport

If the pet has an EU Pet Passport issued in Norway, no additional documents are required. The passport must include:

  • Microchip information.
  • Rabies vaccination details (date, batch number, validity).
  • Confirmation of the pet’s clinical health.

📄 (Word) EU Animal Health Certificate (only if the pet does not have an EU Pet Passport)

If the pet does not have an EU passport, an EU Animal Health Certificate must be issued by a licensed veterinarian in Norway no earlier than 10 days before travel. The certificate must include the same information as the EU Pet Passport.

Parasite Treatment (Deworming)

Mandatory for dogs traveling to Finland, Ireland, Malta, or Northern Ireland. Treatment against Echinococcus multilocularis must be administered 24–120 hours (1–5 days) before entry and recorded in the pet passport or health certificate. Parasite treatment is not required for cats, but it is recommended for their overall health.

Additional Recommendations

Traveling with Multiple Pets

If traveling with more than five pets, documentation proving participation in competitions, exhibitions, or sporting events is required. Otherwise, the transportation will be considered commercial.


Transport Conditions

Ensure pets are transported in safe and comfortable carriers that meet EU standards.

Note

If your pet has an EU Pet Passport, it significantly simplifies the entry process. However, ensure all data in the passport is up-to-date.

The minimum age for the first rabies vaccination is 12 weeks, and a 21-day waiting period is required before entry.

Failure to meet these requirements may result in quarantine, denial of entry, or fines.
